The information in the Q&As provide additional clarification on TPF administrative and management issues and also outlines initiatives to be addressed by the TPF Task Force. The attached files show the status of all fiscal year 2008 funding transfer requests received by FHWA as of April 28, 2008. The file shows the project number, the transferee and the recipient, the fiscal year of the funds, and amount of funds. In addition, the file indicates the date the transfer request was received by FHWA, Office of Budget, the date the Office of Financial Management process the request in FMIS, and the date an Advice of Funds was issued for FHWA led projects. If a transfer is not shown on the attached file, it has not been received by the Office of Budget. The file will be updated every few weeks. Completed fiscal year 2007 funding transfer requests. Transportation Pooled Fund Procedures New financial procedures for the Transportation Pooled Fund (TPF) program have been issued by the Federal Highway Administration (FHWA) to create a process that will result in simplified steps and improved financial records. The new procedures are intended to improve financial records for pooled fund projects within FHWA. For FHWA-led studies, the primary change will be to shift the obligation of funds from the Fiscal Management Information System (FMIS) to a process of transferring funds from the project partners to FHWA, where they will be recorded in the agency’s Delphi financial system. For State-led studies, the primary change will be for partner States to transfer their funds through the FHWA to FMIS, where they will be recorded on one line, the lead State’s line in the project record. A significant advantage to the lead State is that it will be able to request reimbursement of project costs through the Rapid Approval State Payment System (RASPS). FHWA Forms for transferring funds to Lead Agency (interactive) With all funding (Federal and non-Federal) consolidated, the lead agency will have true budget authority backing up project expenditures. The lead agency will be the only entity expending funds for a specific pooled fund project and will have control over all related contracts, obligations, and expenditures. The lead agency will be required to track the amount and character of each participant’s contributions, by project. The attached procedures include more detailed information about the transfer request process, and the roles and responsibilities of FHWA offices and State DOTs.
