Objectives:Under this project, each state will create funding to allow technical staff and university researchers to participate in a series of project meetings focused on sharing information, identifying critical issues of mutual interest, developing plans for joint research and testing, and educating transportation professionals on the latest developments in the design, construction, reconstruction and maintenance of highway pavements. A new study will be initiated in 2005 to examine tack coat construction practices, application rates, bond, and potential QA and QC tests. (updated 7/26/05)
Scope of Work:The scope of work for the tack coat study is as follows (also see study document): 
· Literature Review 
· Experiment including test sections with different tack coat construction practices and varying tack coat application rates. QA (Torque Bond and FDOT Shear Test) and QC (Texas DOT UTEP Pull-Off test and Instrotek Attacker) tests will be performed. The tack coat will be tested with the Texas DOT UTEP Pull-Off test and the Instrotek Attacker prior to paving. After paving, cores will be tested in the field using the Torque Bond test, with additional cores being sent to Florida DOT to be tested in the Shear Test device. 
· Tack Coat Guidelines for construction practices as well as a QA/QC test. 
 
It is expected that the test sections will be constructed in October 2005 and the final report will be available early 2006. (updated 7/26/05) 
Comments:The participating states have met 11 times to discuss pavement issues and to visit various venues such as Waterways Experiment Station, National Center for Asphalt Technology, and Western Research Institute. The project will run through the year 2005. (updated: 10/16/03)
