Objectives

To determine the potential and probability that cell phone signals from moving vehicles can continuously and anonymously measure congestion on terms of speed and volume at specific locations. Part 1 of the study will investigate feasibility, requirements, and contract process determination. Assuming Part 1 is successful, Part 2 will consist of demonstrations, refinement, and finalization of the study.
